Texas Plumbing Licensing Basics
Texas regulates plumbers through the Texas State Board of Plumbing Examiners (TSBPE). The Board issues plumbing licenses, registrations, and endorsements and establishes requirements for the plumbing work each credential allows a person to perform.
For homeowners, one of the most important things to check is the plumbing company's Responsible Master Plumber (RMP). According to the TSBPE, a company offering or contracting plumbing services to the public must have at least one RMP and a current certificate of insurance on file with the Board.
Grand Oaks Plumbing & Drain provides professional residential plumbing services for homeowners in Spring, TX and surrounding communities.
What Types of Plumbing Licenses Are There in Texas?
The TSBPE currently recognizes four plumbing license types:
- Tradesman Plumber-Limited
- Journeyman Plumber
- Master Plumber
- Plumbing Inspector
Texas also uses registrations for certain plumbing workers and specific scopes of work. For example, a Plumber's Apprentice must register with the TSBPE before performing plumbing work under the required supervision. The Board also provides registrations for specific scopes of work, including Drain Cleaner-Restricted, Drain Cleaner, and Residential Utilities Installer.
The scope of work varies by license. For example, a Tradesman Plumber-Limited may perform plumbing work for one- and two-family dwellings under the supervision of a Responsible Master Plumber. A Journeyman Plumber has a broader scope but also works under RMP supervision.
An RMP is a Texas Master Plumber who has obtained the additional Responsible Master Plumber designation. The RMP is responsible for the general supervision and management of plumbing work performed under contracts secured under that license.
How Do You Check a Texas Plumber License?
Before hiring a plumbing company, ask for the name and license number of its Responsible Master Plumber. The TSBPE recommends using its license search to verify that the Master Plumber license is valid and that a certificate of insurance is on file.
The Board also advises homeowners to check with their local municipal plumbing inspection department when appropriate to determine whether the company meets local requirements and whether the proposed plumbing work requires a permit and inspection.

Why Does the Responsible Master Plumber Matter?
The Responsible Master Plumber has responsibilities that extend beyond holding a Master Plumber license. Under current TSBPE requirements, the RMP must maintain at least $300,000 in commercial liability insurance and is responsible for matters such as required permits and inspections, ensuring workers hold appropriate licenses or registrations, and providing required supervision.
This gives homeowners a specific credential to verify instead of relying only on a company's statement that its plumbers are licensed.
What Should You Check Before Hiring a Plumber?
In addition to checking the RMP's license, homeowners can:
- Confirm that the license is current.
- Verify that the required certificate of insurance is on file.
- Ask whether the work requires a local permit or inspection.
- Get the proposed scope of work and cost estimate in writing.
- Make sure you understand what plumbing work will be performed.
The TSBPE specifically recommends written estimates that clearly explain the work and how the plumbing company expects to be paid.
